Checking For Decimals ?

Would any body know how to check for a decimal value in a DECIMAL field... I want to check if a field 'test_val' which has been defined as decimal (7,2) has a 'decimal value' like 999.05 The reason being users can only enter quantities of 100 . so I want to check for round figures in the decimal field.
