locking question

I have a script that locks a table in exclusive mode, then drops and recreates the indexes on the table. Periodically, after locking the table in exclusive mode, the script drops the index, but complains it doesn't have exclusive access to create the index. Just wondering if someone could explain why this is. Thanks, Alan
