Yes it does. We had an sql using SE 7.23 which always chose the wrong path to return an sql. One of the columns in the where clause had very skewed data (> 90% had one value). We had run update stats medium on all tables. Running update stats high on that table changed the optimiser selection to the correct method for that sql.
