I know it somewhat duplicates what happens with the sql statement cache
(which I think would make it easy to implement). One extra benefit over
the SSC is that you are only sending the name of the SQL and parameters
to the server. For large SQL this would be a significant network
saving. Plus you now can "force" certain statements to be kept prepared.
