Actuate Report Server -Connectivity Problem

We are trying to run an Actuate Report Server on an NT Server with a informix client installed connecting to an informix 7.23 UNIX on HP. When we are trying to run the report server we are receiving error -406. We tried different clients (Connect 7.23 , CLI 2.5 and the last Rom product with Setnet 9.0) but nothing helped.
