PGP Code in Informix 4GL

I'v been off this n/g for some time (travel for work) so I apologise if this one has been addressed. What we're looking at is building a database where the only access is via DBA priveliged stored procedures. The first thing a SP is to do is validate a PGP key. Due to the vagaries of C compilers et al (and their availability), I'd prefer to write it all in 4GL. Does anyone know a) if this is possible at all and b) if it has already been done with source available? I already figured out that SPL itself is too limited for the job.
