Try the following,
---- start ----
SELECT ... FROM table
ORDER BY caseNo[6,8]
LET shorter_caseNo = caseNo[6,8]
OUTPUT TO REPORT ... (shorter_caseNo, ...)
....
REPORT ... (shorter_caseNo, ...)
AFTER GROUP OF shorter_caseNo
------------------------- end
