I think this means that only tables that have been used and are cached in shared memory (the Tblspace table structure) are in this SMI table. If you have a 1000 tables on disk, and only 400 have been accessed then this table will only contain 400 rows. Rows stay in this table until the shared memory space is required by another table. Even if no user has a table open, its information may still be cached in the tblspace structure and you can access it via this SMI table.
