Translating with DrWatson… this can take a few seconds the first time.
This is a genuine, complex translation. DrWatson protects commands, error codes, and log output while naturally translating the surrounding text. It’s translated once and saved.
Dennis Melnikov (11.70.FC5XE) got error 149 'Invalid Point In Time value' from onbar -r -w -t with a timestamp. Andreas Legner asked about CLIENT_LOCALE and GL_DATETIME. Dennis made it work by setting GL_DATETIME to the format %iY-%m-%d %H:%M:%S and dropping the -w option, after which the target time appeared correctly in BAR_ACT_LOG.

2023-12-11 11:09:21 35913732 21823508 onbar usage

Any CLIENT_LOCALE or GL_DATETIME setting in your way or, in fact, demanding a different format?

I have CLIENT_LOCALE set, no GL_DATETIME.
With the setting, dbaccess displays
SELECT CURRENT FROM sysdual;as
2023-12-11 12:30:02.000

Eventually I managed to run it this way:
GL_DATETIME="%iY-%m-%d %H:%M:%S" onbar -r -t '2023-12-11 03:00:00'
Target time in BAR_ACT_LOG shows the correct time (it is GMT/UTC, isn't it?)
bar_build_timeline: target time 1702252800

Sincerely,
Dennis
