Absolutely, but so was a pre-modern one if the applications which consituted the front end of the DBMS system were sufficiently thought out to be "user-friendly". It seems to me there is always a degree of training needed. A person who doesn't know how to use a pointer device (mouse, trackball, finger) and select an option which is represented as a graphically button on an interactive screen will need to be shown how to do that. It seems to me the question is what is it you want these people to do. If you want them to be able to change information in selected fields within a table, they will need to know what to change, how to change it, when to change it. No DBMS system magically guides untrained people to know how to manipulate your data. You ask, "how may an organization ensure staff maintain a level of expertise in an ever changing technical situation?" My answer is training, education, committment (both on the companies part and the employee). The technology changes, you change with it. You have to balance it out.
