But what is logging is continuous (ie, ontape -c)? how do you keep ontape from
writing to the same file specified in LTAPEDEV-and hence over-writing your log
file? Make up a script to periodically go in and rename the file?

For continuous log backup (ontape -c) ontape opens the file once at the
start and just keeps writing log after log to it so that is safe. Anytime
you stop the ontape -c (and you MUST if you run ontape -s to do a full or
partial archive and plan to say Yes to the question about backing up the
current log file) you must rename the file and create an empty one to
replace it so the next ontape -c writes to the new file instead of
overwriting the old one.
