4GL Error 4502 = 1319

Our customer has Online 4.1 and 4GL 4.12; if more then 10 - 12 Users connect to the database, then this error 4502 (now 1319) comes. The machine has SCO-Unix 3.2.4.2, 128MB Memory, and the shared memory of OnLine is about 40MB. So we have 80MB for the rest of system. Sometimes we get the message "Cannmot fork process", but we have enough processes generated in our System. If anyone logs in the machine, there is no error, since the 4gl-program is started. So, only starting the 4gl-Programs (RDS) produce this error. Can anyone help?
