Yes.

But you can create the instance on the other machine with the mirror
chunks pointing to /dev/null (using unix links). When you restore
Informix will get errors and will mark those chunks as down. But as
the primaries are still up you can still access it.
I think you just need to create all the links and then do the restore.
If you try to initialise the rootdbs it may fail.
