Not per se..... unless it is the sole database in an instance in which case you could just shut down the instance.... but in a multi database instance as user informix you could get equivalency of what you are asking by issuing a database database_name exclusive statement, which would lock the the database in question in exclusive mode , shutting out all other users, until the lock is released by the user informix (by issuing a close database statement and then issuing a database statement without the exclusive keyword) .
