UDR locale error

I'm trying to install a UDR jar, but it always crashes the server with the following error JVP#3: Cannot create DBAThreadImpl object java.sql.SQLException: Locale not supported. java.sql.SQLException: Cannot create UDR Thread (java.sql.SQLException: Locale not supported.). All of the locales I can think of are set to en_US.utf8 I'm using 11.50.FC9DE Any ideas ?
