Why do
you think it is a joke? (I can think of some reasons, but I'd like
to hear yours.)
In general, ordinary users should not be able to see other people's SQL
statements -- it could reveal confidential information, like identifier
numbers (SSN in the US, other equivalents elsewhere), or passwords, or ...
So, it is entirely appropriate that only privileged users should be able
to see SQL statements. We can debate whether the DBSA group is the most
appropriate group when there is role separation in use.
You can seriously expect that the visibility of SQL will be restricted
more in future - the DBSA (database system administrator - usually members
of group informix) will be able to see it, and no others. There is at
least some room for argument that it should be more restricted than that.
