tbmode -sy ?!

Howdy Netters, is there any way to go from On-line to quiesent with tbmode so that it goes to quiesent even if there are "hanging" sqlturbos or users using the system ?! I am trying to take backup so that database first goes to quiesent, after that an archive and back to Online. The command that i tried was tbmode -sy ?! But it doesnt take the database to quiesent if there are activity going on !? BTW: I dont want to take the database offline, because then i must stop and start also the optical subsystem ( Plexus stuff ) !? . Oh, and the environment is HP9000/G30 and online 5.02.uc1 if that matters ?!
