If he needs to make this user a DBA then he certainly does not want to "GRANT DBA TO public;". To jwright I have to suggest that you bounce the engine then oncheck -cr and check the reserved pages then oncheck -cc <database> tocheck the database's system catalog tables. Your syntax is correct.
