NewEra context sensitive winhelp

I am writing help for a NewEra application. I want to use winhelp rather than NewEra help but I don't know how to make it context sensitive. Presumably I need to specify help numbers in the appropriate places in the NewEra code; that part is OK but where do I put the corresponding numbers in the help text? I am using the HWA (Help Writers Assistant) product and it is fine but where do the help numbers go? Is it even possible to do this? If anyone has successfully written context sensitive winhelp for a NewEra application please give me a hand. Thanks!
