Grant permissions with SPL

Is it possible to create a st.procedure like: create procedure sp_grantuser(loginname) (or sp_grantuser(DBname, loginname) if required)...... that grants connect permission to DB and select permissions to **ALL** tables, views, synonyms, etc to user "loginname"?
