I believe that you have to take the instance down to quiescent (onmode -uy)
before you can start logging on a database. Try doing:
-- onmode -uy
-- ontape -s -L 0 -B dbname
-- onmode -m

No this is not required!
The error is probably that someone is using the database.
To change the logging status requires exclusive access to the database
onstat -uonstat -g ses <sessionid>
will show which users are using the database
