In order to free the space for use by other tables (visible in tbstat -d) you must either cluster the index or drop and re-create the tables. The fact that the space is not visible to tbstat is normal. You should purge your data often enough that this "free tablespace" is kept to a reasonable level. Free dbspace was used for temp tables and sorts in older versions of OnLine (<v5), and so it was important for you to have enough there for system use. Newer versions use the $DBTEMP variable, usually set to the /tmp filesystem, so it's less important to have a lot of free dbspace. Are you familiar with extent allocation? How many extents are there per table? How many rows do you add in a day/week/month? How many rows do you purge per day/week/month? Are you using /tmp or dbspace for sorts? The answers to these questions will help you decide on a plan.
