Is this so called PDQ? You can't switch multithreading on, it's always on. You might be confusing MT with parallel processing. The reason why you may only be accessing one ONINIT is because your OnLine config might have SINGLE_CPU_VP = 1 or NUM_CPU_VPS = 1. But parallel processing only really takes off after 3 CPUs (although it could improve performance with fewer CPUs).
