To compare performance, things have to be pretty similar. I have
observed that "minor changes" can have a big impact.
For example, on two "similar" Solaris test boxes, I found that the one
with quite a bit more memory was slower for similar databases simply
because the box with less memory had fewer connections configured. In
actual fact, the number of actual connections was similar, but the box
with more memory needed to be re-configured.

By this, do you mean that it does not improve performance or that the
UPDATE STATISTICS command fails?
My experience shows that running UPDATE STATISTICS makes the biggest
difference of anything you can do for performance. I have also
experienced performance problems where US failed because of corruption
which I fixed with oncheck -cI.
I guess I need more info.
