logical logs full - how do I recover?

Setting up a DR database and doing testing. Due to a netbackup error, all logs were filled by a test program. The program has been killed from unix. I reserved space in the log dbspace but can't add a log (onparams -a -d llogdbs -s 25000 just hangs). THe instance is in checkpoint block mode. Would like to know how to recover from this in case it happens in production someday. Any help will be appreciated. 9.40_FC3 AIX 5.2
