FRAGMENTATION QUESTION (Tables with more than 16 MM pages)

In reference with Informix Tech Notes 1998, Volume 8, Issue 3 (Tuning Informix Dynamic Server by Art S.Kagel) regarding tables with more than 16 MM pages in size. As what Art said on his article that there is a limitation of 16 Million pages per table space. What are the issues that users might encounter of having tables with more than 16MM pages in size that are not fragmented. Your input on this case is highly appreciated. Thanks, Jonathan
