When you opened the database with 7.23, tou upgraded the instance to 7.23
(instance, control database and table structures). You now cannot open it
under 7.13 until you "revert" the structure to 7.13.
I dont have the details here (not at work), but it is in the Administration
Guide.
Start the 7.23 instance and it is an onmode -b (I think). Read the steps in
the manual carefully first.
