If the former, there's no way without preprocessing the file to strip the
quotes in dbaccess. If you are using another utility like Jonathan
Leffler's sqlcmd instead of dbaccess then yes, sqlcmd (and the linked name
sqlload) can handle that.
DELIMIDENT is different.
