FORM compiling during RUNTIME

Is is possible to, and has anyone, compile a form on the fly using only RUNTIME products? We have a project that calls for this. We used to use a generic input by character routine which is extremely sloooow. What we want to accomplish is to have an administrative function that generates ascii files that holds all the info a .per file would have. Somehow, we need to compile this into the .frm. I guess my question is, does anyone have a third party ( SHAREWARE, PRIVATELY OWNED, etc ) routine that would do this? Or is there a way to do this with a RUN-TIME product?
