Sounds like you want a trigger. In your case it may be a trigger on insert of new orders. It would probably call a stored procedure that actually decides exactly what to do. The "program" may then be in that stored procedure, another stored procedure or a separate program executed via the "system" command in the stored procedure depending on what you want to do. You do of course have to be carefull about what a trigger does so you do not slow down other execution to unacceptable levels.
