is Visual C++ really needed???

Hi, I'm new to using and installing New Era and I have this problem, We've been trying to install New Era version 3.00.TE1 for windows 95, INFORMIX says it does not need anything else, just the New Era CD, but when we install it, the installer says it needs the Visual C++ 4.X compiler pre-installed on the system prior to any installation of New Era.... Does it really need it or just the MFC4.X ?? anybody has gone trough this before?? thanks
