default time to acquire lock?

Is there a default time the database gives a local session (not distributed, not ER) to acquire a lock? I have been noticing what seems like a lot of locking issues since my upgrade to 9.4 and I am just not starting to really dig in.

It's up to the application to change this... Check that you kept the tables lock mode you had before. Regards.
