Order of creation

My notes in the performance tuning manual from class says to create chunks in order to optimize the ways the cleaners clean, but since I am not always building databases, I have forgot the true meaning of this statement. Can someone please refresh my memory? I am on AIX, 7.24, and Raid 5. Does this even apply since I have raid 5?
