Some platforms require all the segments to be resident so, we set it t=
o -1
internally for those platforms but if you set it in the ONCONFIG, it
essentially is forcing all memory segments to be locked into the memory=
.

IDS 9.30 on Linux SLES 8
ISA always sets RESIDENT to -1 for us on this platform. What does
this mean? I've checked the archives and can find conflicting
explanations of what RESIDENT -1 means.
