Informix & locale categories

Are there any users of the OnLine Dynamic Server 7.1 installed
on Solaris 2.5 (Sparc) with Netscape's LiveWire Pro who have
had trouble accessing the sample LW video database? In spite of
adding the appropriate environment variables to the web server
(Netscape Enterprise 2.01) and modifying the sample's start.htm
script, I always get the error:
"[VENDORLIB] Vendor Library Error: Unable to load locale
categories"
and the 406 numeric error code.
I can access the lwdemo using Informix's dbaccess utility, so I
know the tables have been generated correctly and the database
exists. Why would I be having a locale problem when I do not
use NLS; only the default C locale?
Using "finderr 406" suggests that memory could not be found to
store data. I have 64MB of RAM and a huge swap space so I have
difficulty accepting that the problem really is memory related.
Any help would be appreciated. I realize that this may be more
a problem with LiveWire then Informix, but perhaps some Informix
user has gone through this before.
