Heidi - Don't mess with sysmaster!! Very Bad! I can't speak for Informix on NT, but on most systems, Informix relies on the OS to track its users. Add the user to NT, and the user should be addressable in Informix. Regarding connection problems, you need to make sure you GRANT CONNECT (using SQL) in the database in question.
