When the tools (not the engines) are reading keyboard input, they will wait for up to $DBESCWT seconds for another character to appear, to see whether the next character is part of a function key escape sequence or whether the escape is the accept key. It is occasionally of use over slow networks. (Someone else may wish to elaborate on when it is useful, but that is the only context in which I have used it.)
