Enterpise Replication

I'm trying to set up ER to replicate data between IDS 7.3 and IWS 7.3 on Windows 4.0 servers. When I start repman I get the error 406. Finderr says this is a memory allocation error, but I don;t believe this to be the case. Does someone have an idea what I've missed. I've scanned the Enterprise Replication manual and can not find what I'm doing wrong. Thanks Shannon
