The only way that I can think of doing this is to build it into all applications. It would slow them down and wouldn't detect SQL users, etc. The way to do it would be to record each time a user activates a particular 4GL program, subsystem, etc. This would then tell you which tables were being accessed and using the USER function in SQL you could tell who.
