INFORMIX-CLI is a 'Call Level Interface' to allow API style programming with Informix servers. CLI is ported to Windows and some UNIX platforms. It has little to do with the options you suggest. If you're interesting in writing low level utilities or highly specialised software to interact with Informix software technology, CLI may well be the answer.
