Stored Procedure Optimizer Problem

Readers, Why would the execution of a stored procedure continually cause a re-optimization, locking sysprocplan in the process? Tried update statistics high on all tables and the procedure. The only thing that seems to disrupt this irritation is setting optimization to low! This behaviour causes major problems in a multi-user environment; turns the application into a single user app. Please Advise, Regards Drew.
