Internationalising applications

Hey, We are starting to expand our sphere of influence within the company and will soon have a need to run our applications in different countries (not just New Zealand). I'm looking at the GLS system to help me out with this. The applications we write use Perl and DBD::Informix to connect to the Informix engine and display information over the web. I was wondering if anyone had nice concise examples of managing a Perl app that needs to support different strings for different clients. Also, time zone conversion (UTC -> local time zone) is desirable as the database stores a lot of time based data and the client will want to see the data in their local time. Any links greatly received.
