Where is authentication taking place? Is it local or on the PDC? How many
users are in the Windows user table?

Authentication must be taking place on the server as the machine is in
a workgroup rather than in a domain. As for users, its a machine we're
using for environment testing so there must be only 10 users
configured (of which only 2 of us are performing tests).
