The checkpoint intervals are 15 minutes. I don't think that is the reason
for the extent of performance degradation being experienced.
Am currently looking at the status of by buffers to see whether there is a
need to increase them.

I think you could benefit from lowering your checkpoint interval, but
to be sure, how long do they take right now? During the checkpoint all
transaction processing is suspended, maybe that is what your users
perceive as low performance?
