I agree with the others that the product was originally called OnLine because it stays on-line 24x7, even during backups. However, you can consider an archive to be a large batch job. It depends on what other users are doing, and OLTP access will probably not notice. I have seen problems, actually after hours, when an archive clashes with other batch jobs, they took a huge hit in performance.
