I propose: $DBCENTURY_CUTOFF -- set to the year 49 does what you say above, but I could set it to 80, 20, whatever I want. Notice that setting it to 0 should imply that all years are 19xx, and 100 should imply all years are 20xx. Maybe -1 should mean "no two digit years allowed"...
