At a guess (and using pseudo-code)
FOREACH table
FOREACH USER (including PUBLIC)
REVOKE ALL ON table FROM user
GRANT SELECT ON table TO user
END FOREACH
END FOREACH
Remember to REVOKE any DBA-type privileges which may supersede
table-level access.
