restoring from 7.22.uc1 to 7.24.uc6

I have attempted to do a restore from an archive (ontape level 0) taken under 7.22uc1 and restoring to release 7.24uc6. I have been having the following error message: "Physical restore failed. Unable to fork server connection." Any help is greatly appreciated.
