It depends on the version. Most ALTER commands now do in-place alters.
So the only sure way at this stage, is ALTER FRAGMENT, even if the table
is not fragmented.
The dbexport/dbimport commands would defrag a whole database. You could
use UNLOAD/LOAD commands in SQL for a single table.
Just be careful with dbexport/dbimport, or UNLOAD/LOAD, because you
could end up with exactly the same fragmented (non-contiguous extents)
table, if that's the only available space in the dbspace. Unless you
explicitly set the initial extent size. Even then, the extent sizes will
be overridden with the actual space available, if it is less.
