if logical logs got filled

Hi, In Informix 5.x if logical logs filled, the engine will not work until you re-initialize it. However, I would like to know if there any low-level tools from Informix where they can access the raw data and extract the data out!!!??? We have logical log water mark set to 50%, I dont know why it's still filled without warning! Did I miss anything??
